Do you unlock remodeling from a side mission or a main mission? It's unlocked by a side mission called the roaming artisan.

The Blacksmith is accessed from the starting point on the world map. It is run by Senji Toyo and is unlocked after completing The Beast Born of Smoke and Flames. The Blacksmith has a variety of features, all centered around acquiring and strengthening equipment.
